Be curious if it's actually about sex? About penetration? Get curious about ALL the ways it's possible to have sex and intimacy.
If a partner or you are not that into penetration; what other ways can you explore?
There are different love languages; and one of them is physical touch. Often we have different love language than our partner. Get curious and explore what have your partner feel loved, valued and seen?

A Female tends to feel safe and seen in order to open up to sex. A Male body tends to feel safe and seen through sex.
This does not mean it's always about the man wanting more sex and the woman not (the opposite was true for me in my marriage)
It does however add in as an factor
